Can I still install a cesspool on my Suffolk County property?
No and this catches a lot of homeowners off guard. As of July 1, 2019, Suffolk County banned new cesspool installations entirely. If your existing cesspool fails, it cannot be replaced with another cesspool. It must be replaced with a code-compliant septic system that meets current Suffolk County Department of Health Services standards. This applies countywide, from Babylon to Riverhead to Southampton. If you’ve been told otherwise by a contractor, that’s a serious red flag. Any system installed today needs to be properly permitted, inspected, and registered with the SCDHS and we handle all of that.
Septic prep refers to everything that happens on the ground before a tank goes in site grading, access preparation, soil evaluation, excavation to the correct dimensions, and importation of approved fill material where needed. It’s the foundation your entire system depends on. If the excavation is off-spec, the fill material is wrong, or the site isn’t properly graded, the system above it will underperform or fail outright. Most cesspool service companies treat this as an afterthought. We treat it as the job because getting the ground right is what makes every other part of the septic system installation work.
The honest answer is that it depends heavily on your soil conditions, the system type required, and the depth of excavation needed. For most residential installations in Suffolk County, you’re looking at a range of roughly $10,000 to $25,000. Conventional gravity systems tend to come in on the lower end. Nitrogen-reducing I/A OWTS systems, mound systems for high water table areas, and properties requiring deep excavation through clay soils will push toward the higher end. Suffolk County sits entirely on a sole-source aquifer, meaning all of Long Island’s drinking water comes from underground. Nitrogen from traditional cesspools and septic systems has been polluting that aquifer for decades, and the county has responded with regulations requiring I/A OWTS systems for most new installations and major replacements. Whether your specific property requires one depends on its location, the scope of your project, and current SCDHS guidelines. We can walk you through what’s required for your address before you commit to anything.
It starts with confirming the approved system design and permit from the SCDHS. From there, we bring in the appropriate excavation equipment the size and type depend on your site’s access, soil conditions, and required excavation depth. We dig the tank pit to the specified dimensions, remove any unsuitable soil if needed, and prepare the base for tank placement. If your property has clay or silt layers, we may need to excavate significantly deeper and bring in ASTM-approved sand or gravel fill before the tank can be set. Throughout the process, we’re working to the approved design dimensions, depth, and fill material all matter for the inspection that follows.
Suffolk County’s Septic Improvement Program offers grants of up to $10,000 for qualifying homeowners replacing a cesspool or septic system with a nitrogen-reducing I/A OWTS system with additional funding available for low-to-moderate income applicants and specific system types. Combined with the New York State Septic System Replacement Program, eligible homeowners can receive up to $25,000 in total grant funding. Eligibility is based on factors including property location, income level, and the type of system being installed.
